Although the work is anonymous, Powell's suspects that since the author was very knowledgeable about affairs in southern Italy and Sicily it is very likely that he hailed from these regions. Powell has put forward a strong case of authorship for Peter of Benevento, the compiler of the important collection of Innocent's decretals made in The author has organized the work in a roughly chronological manner from which Powell has isolated nine specific themes: Innocent's background and the reasons for his election; his policies vis-a-vis Rome and the Papal States; his defense of the Sicilian crown; his reform of the curia and his legal decisions; his defense of Queen Ingeborg against Philip Augustus of France; concerns over Church unity and the crusade, including Byzantium, Bulgaria, and Armenia; the coronation of the King of Aragon; Innocent's efforts to control heresy; and his works of charity and his gifts.

The main omission here is Innocent's dedication to pastoral care, especially with respect to the Humiliati and the Trinitarians. The overriding themes of the Gesta are papal security and ecclesiastical unity under papal leadership. The usefulness of this text, Powell states, is that "it is still the best window we have on the mind of Innocent III and the papal curia" xliii. Powell has provided useful chapter headings and references throughout the text.
